Short answer
Since 2012, Tiruppur's dyeing and bleaching units must recycle their water so no effluent is discharged. Over 20 common effluent treatment plants recycle about 130 million litres a day.
After the Madras High Court shut the dyeing units in 2011 to protect the Noyyal River, they reopened on zero liquid discharge. Over 20 CETPs now recycle about 130 million litres a day.
