Government Policy & Global Trade Drivers in Indian Textiles

To scale India's textile and apparel exports, Central and State governments offer capital subsidies, production-linked incentives, and integrated plug-and-play industrial parks while signing Free Trade Agreements (FTAs) with major consumer markets.

Flagship Central Schemes

  • PM MITRA (Pradhan Mantri Mega Integrated Textile Region and Apparel) Parks: Seven greenfield/brownfield mega parks approved across Tamil Nadu (Virudhunagar), Telangana (Warangal), Gujarat (Vansi-Borsi, Navsari near Surat), Karnataka (Kalaburagi), Madhya Pradesh (Dhar), Uttar Pradesh (Lucknow), and Maharashtra (Amravati). They integrate spinning, weaving, processing, and garmenting in one location ("5F Vision": Farm to Fibre to Factory to Fashion to Foreign) to slash logistics costs.
  • PLI Scheme for Textiles: Production Linked Incentive scheme specifically targeting Man-Made Fibre (MMF) Apparel, MMF Fabrics, and Technical Textiles to help Indian mills compete globally in non-cotton categories.
  • Samarth Scheme: Ministry of Textiles skill-development programme training workers in spinning, weaving, and industrial garment stitching.

Free Trade Agreements (FTAs) & Port Logistics

  • India–UAE CEPA & India–Australia ECTA: Provide zero-duty or preferential tariff access for Indian apparel and home textiles, subject to Rules of Origin (value-addition criteria verified via a Certificate of Origin).
  • FCL vs LCL Shipping: FCL (Full Container Load) books an entire 20ft or 40ft container for one exporter; LCL (Less than Container Load) consolidates smaller cargo from multiple exporters into a shared container.
